NAPIT Director Represents Industry on Interim Industry Competence Committee

Since signing the agency agreement with MHCLG, the Health and Safety Executive (HSE) are beginning to make progress towards the creation of the Building Safety Regulator. The Interim Industry Competence Committee (IICC) has been established to provide advice to the shadow Building Safety Regulator on enhancing safety and competence within the Higher Risk Building (HRB) regime.

Following the recommendations in Dame Judith Hackitt’s review the Building Regulations Advisory Committee (BRAC) is set to be replaced by two committees, an Industry Competence Committee and a Building Advisory Committee. The creation of the Interim Industry Competence Committee is a big step forward in establishing and supporting the creation of the new Building Safety Regulator, which will be formalised when the Building Safety Bill becomes an Act. This Interim Committee will play a crucial role in establishing the new regulatory regime, building on industry’s work to improve the behaviour and competence of everyone involved in the safety of buildings.

As vice-chair of the Competent Person Forum and a key contributor to the MHCLG Minimum Technical Competency review, I am seeing the ongoing efforts of the industry to enhance standards and competence since the Grenfell tragedy, particularly the growing recognition that qualifications alone do not demonstrate competence. The new Building Safety Regulator will play a critical role in ensuring that this work results in competently completed, compliant work and the IICC is a key step on that journey."
