NAPIT Welcomes Government Plans to Expand Boiler Upgrade Scheme and Skills Investment as a Major Step Forward for Net Zero.
30 April 2025

The Government’s announcements today include a consultation on proposals to expand the Boiler Upgrade Scheme, alongside a commitment to deliver up to 18,000 additional training places through the extension of the Heat Training Grant and the launch of the new Warm Homes Skills Programme.
These measures directly address two critical barriers to achieving the UK’s Net Zero ambitions: providing stronger consumer incentives for switching to low carbon heating and tackling the urgent need to grow a skilled retrofit workforce capable of meeting the rising demand for domestic renewable energy technologies.
Stephen Melton, NAPIT Commercial and Compliance Director, reacted:
“NAPIT welcomes the Government’s proposals to expand the Boiler Upgrade Scheme and its commitment to fund up to 18,000 additional training places as part of the Heat Training Grant and new Warm Homes Skills Programme.
It will also equip thousands more installers with the skills to deliver essential retrofitting work across the UK. This means warmer homes, lower emissions, and stronger energy security for everyone, helping us accelerate towards our net zero goals.”
NAPIT has consistently called for increased incentives to support household transitions to low-carbon heating, alongside a clear and long-term strategy to up-skill the workforce. Today’s announcement represents a significant step toward ensuring both sustained consumer demand for low-carbon technologies and the skills capacity required to meet it.
“In addition to this good news, we hope this is supported with a national awareness campaign to all homeowners, educating on the social, economic & lifestyle benefits these new technologies will bring.”
