The Electrical Third Party Certification Scheme was introduced by the UK Government 2013 under amendments to Part P of the Building Regulations. It allows registered members to check domestic electrical work undertaken by others via robust inspection and reporting procedures, and certify its compliance with the Building Regulations in England.

The following general conditions must be met by all Third Party Certification Scheme members:
Relevant Standards - You or your employees must hold, or have access to, the technical standards for the approved scope. Competencies are published in specifications referred to as Minimum Technical Competence (MTC) documents. Note that, while the main Approved Document for this scheme is Part P, any certification of the work of a third party is a confirmation that all relevant parts of the Building Regulations have been met.
Legal Requirements – Work must comply with the Building Regulations 2010 (as amended) and be notified as described below.
Notification – The registered Electrical Certifier must be informed in advance of any proposed work they will be employed to certify before it begins. The work will need to be inspected by the registered electrical certifier at first fix and second fix, and to undergo final testing.
The Electrical Certifier will need to complete a Third Party Certifier’s Electrical Installation Report and submit this to NAPIT within 21 days of the date of the final inspection, either via email or post, before the work is notified. The Third Party Certifier’s Electrical Installation Report will be audited by NAPIT before the work is certified as compliant with the Building Regulations. On completion NAPIT will update the relevant Local Authority.
Electrical Certifiers are not permitted to certify work retrospectively under this compliance route.

Qualifications - You or your employees must have qualifications (or equivalents) covering core electrical installation, wiring regulations and most importantly: initial and periodic inspection, testing and certification.
Insurance - You or your employees must have £2m public liability insurance, and £250,000 professional indemnity insurance covering third party inspection, testing and certification activities for compliance with Part P.
Instruments - You must have access to sufficient instruments to carry out tests relevant to you or your employees scope of work as well as an in date calibration certificate for you or your employees equipment where applicable.
Inspection - You must make available suitable inspection, testing and certification work to demonstrate ongoing compliance and competence. The inspection will assess you or your employee's competence to inspect, test and certify. It will also look at how you comply with other requirements (such as risk assessments, insurance evidence, quoting etc).
Website Listing - Once successfully registered, your business will be added to the NAPIT online search facility. For existing members your online entry will be updated to show your Third Party Certification status.
HOW ELECTRICAL THIRD PARTY CERTIFICATION RELATES TO EAS AND CPS
This scheme has additional requirements to those normally met by Full Scope CPS Electrical and EAS registered members.
Electrical members from either scheme, who have met these requirements, are able to add authorisation to carry out Electrical Third Party Certification work to their existing membership for a nominal fee.
Applicants who are not currently approved to carry out electrical work in non-dwellings and wish to carry out Third Party work must join the EAS scheme and add Electrical Third Party Certification Scheme membership during the application process.
