NAPIT's Heating Scheme
The scope of the scheme:
The scope of the heating scheme is wide ranging covering heating and hot water services. It is detailed in the statutory instrument 2006 No 652 as follows:
1 Installation of an oil fired combustion appliance which has a rated heat output of 100kW or less and which is installed in a building with no more than 3 storeys (excluding any basement) or in a dwelling
2 Installation of oil storage tanks and pipes connecting them to combustion appliances
3 Installation of a solid fuel burning combustion appliance which has a rated heat output 50 kW or less in a building with no more than 3 storeys (excluding any basement)
4 Installation of a heating or hot water service system, or associated controls, in a dwelling (regardless of the heat source)
5 Note – at this time we do not run a gas appliance scheme
(Note – within number 4 is un-vented hot water storage systems)
1 Applicants wishing to join the un-vented hot water storage category of the plumbing scheme must hold a suitable qualification before signing up to the scheme.
Oil & Solid Fuel:
2 For oil fired combustion appliances, oil tanks and feed pipes – the standard of competence is exactly the same as would be expected by OFTEC i.e. the relevant OFT assessments, NVQ's or equivalents. 3 For solid fuel fired combustion appliances and systems the 2 and 3 day HETAS courses (or equivalent NVQ's) are required.
Other Heating Scheme Qualifications
For the Heating scheme, applicants will be required to hold a qualification which will generally be a Level 3 NVQ or equivalent. Some limited work may be carried out by those holding an NVQ level 2 or equivalent.
All applicants will be assessed by NAPIT Inspectors to ensure the work activity is being carried out competently before being allowed to join the schemes. The assessment will confirm operative competence by undertaking an on-site inspection and knowledge check. A scheme assessment will also be undertaken which focuses on the management systems used by the business to administer and control the activity. If they have no provable qualification but can demonstrate the necessary experience and skills, they will be allowed to join and will have 1 year to get suitable qualifications.
